The main advantage of using XSL-FO stylesheets is that you are not tied to a specific vendor. Standards-based XSL-FO stylesheets can be plugged into just about any Structured Authoring environment to give you S1000D Print capability and the very same stylesheets can be used to create your S1000D Publication deliverable.
Common S1000D Print & Publish stylesheets mean:
Arbortext Editor and Adobe Framemaker are both Structured Authoring environments and both have proprietary styling languages but they both also handle XSL-FO styelsheets.

Sticking with the "Standard"!
We have developed and delivered S1000D Print & Publishing solutions with a "Standard" layout for S1000D Data Modules starting at Issue 1.7 and covered everything all the way through to the latest release, Issue 6.
The "Standard" layout allows an entire S1000D dataset to be built into a PDF deliverable but this layout retains things like Data Module based page numbering (every Data Module resets the page number back to 1).

When compared to the older monolithic structure of a Technical Manual, there are many benefits to using the S1000D granular approach, but one of the biggest drawbacks is that the S1000D specification is predominantly focused on the Interactive Electronic Technical Publication (IETP).
If your Technical Data must be Authored as an S1000D Data Modules but you also have a requirement to deliver a PDF/Hard Copy, then what are your options?

Within the PDF file, tables and figures, paragraphs and steps are all formatted with the new/legacy page-based layout. Page numbering can be configured based on a chapter/section or sequentially through the entire manual.
Internal cross-references, local Data Module to Data Module linking and publication bookmarks are all included to assist the user/maintainer navigate the publication.
All of these Interactive features included in the Electronic PDF file means, when you deliver your Technical Publication as a PDF, you are, in effect, delivering an S1000D "IETP_Lite" solution.
